The Communications Regulatory Authority of Namibia (CRAN) is the country's statutory regulator of the communications, broadcasting, and postal services sector. Established under the Communications Act 2009 (Act 8 of 2009), CRAN operates under the governance of a Board of Directors comprising six members, mandated to regulate Namibia's electronic communications and postal services sector.

Before IDU, CRAN's financial management processes depended on continuous IT support and system development skills. Every change to a budget structure or report required technical resource — adding cost, introducing delay, and leaving the finance team dependent on an external IT queue. The team could not administer the system independently, which meant that adjustments to budgeting and reporting cycles waited on others rather than the people who understood the numbers. Complex tooling and manual interventions compounded the problem: reporting cycles slowed, budgeting became cumbersome, and the transparency and accountability that a public-sector regulator requires were consistently constrained.

In 2014, CRAN selected IDU-Concept's Financial Budgeting, Reporting, and Analytics Modules to address precisely these constraints. The system required no IT or development skills to administer, and ongoing support needs were minimal — returning control of the financial processes to the finance team directly. Of the functionality available, CRAN particularly valued the Recodes and Accruals module, which allowed journal reallocations and accrual entries to be captured directly at cost-centre level, bringing accuracy and efficiency to adjustments that had previously demanded technical involvement. When questions did arise, IDU's helpdesk resolved them promptly, delivering a reliable, scalable solution that aligned with CRAN's mandate to regulate Namibia's communications sector effectively. Removing IT dependency brought significant cost savings and returned ownership of financial management to the people best placed to exercise it. Budgeting and reporting cycles became faster and more straightforward, with intuitive, user-friendly functionality that CRAN's finance team could administer without external assistance. The Recodes and Accruals functionality improved the accuracy and efficiency of journal reallocations and accrual entries at cost-centre level. When support was needed, IDU's helpdesk resolved queries quickly and effectively.
