At the centre of Metropolitan Health's budgeting process sat a web of Excel macros — maintained by the finance team, updated by hand, and vulnerable to the compounding errors that manual workbooks invite. Finance staff carried the full reporting load: every query from an operational manager, every month-end pack, every variance explanation passed through the same bottleneck. Non-financial managers, meanwhile, had no direct sight of their own budgets. They waited for finance to update workbooks before they could review where they stood, which meant decisions lagged behind the numbers and accountability for cost performance remained concentrated in one team rather than distributed across the divisions that owned the spend. The result was a reporting cycle that created pressure at month-end, slowed responses to emerging variances, and left operational and financial goals out of alignment.

What changed first was access: role-based area permissions meant each manager could log in and see exactly their portion of the budget — nothing more, nothing less — and interrogate costs without routing a request through the finance team.
